KEY ACTIVITIES:

Reporting to the Associate Director of Operations, the Manager of Design Services and Facilities leads a team responsible for stewardship of the architectural integrity of the Centre. The incumbent ensures the efficient management of its physical space by planning, designing, implementing and supervising construction projects related to the National Arts Centre building interior, exterior and all other components which includes: commercial kitchens, restaurants, cafeterias, bars, terraces, large banquet tents, canopies, garages, lobbies, offices and staff accommodations, boardrooms, meeting rooms, lounges, washrooms, rehearsal halls, mailrooms, and grounds. The Manager of Design Services and Facilities is also responsible for the evolutionary development, implementation, and enhancement of the building information modeling systems (BIM), archiving of projects, and maintaining “as-built” documentation. This position will also be responsible for managing the contractual services for landscaping and snow removal.
Furthermore, the incumbent will manage the implementation of projects including all administrative activities and duties relating to the management of construction projects and contracts. The candidate will also ensure that work does not interfere with the NAC’s programming and operational constraints. You will be a strong link between the Design Services activities and various NAC departments and stakeholders.

Additional responsibilities include but are not limited to:

  • Leading a team, assigning and reviewing work, completing performance evaluations and provide managerial support;
  • Lead a team of unionized employees and have a working knowledge of collective agreements and experience implementing language from collective bargaining;
  • Demonstrate responsible stewardship of the Centre’s architectural elements;
  • Plan and manage physical space assets to efficiently optimize workplace productivity by tracking and controlling the utilization of available space;
  • Foster effective partnerships with internal and external NAC stakeholders;
  • Plan, budget, forecast, prioritize, schedule, design, manage and supervise construction projects encompassing all fields of design and construction;
  • Create and maintain a database of as-built conditions for the interior and exterior of the NAC, encompassing architectural, structural, mechanical and electrical systems;
  • Create and maintain real property database through as-built CAD drawings and BIM systems which are linked to detailed specifications database;
  • Create and track project management benchmarks including scope of work, budget and construction schedules;
  • Implement quality assurance procedures to ensure construction practices meet NAC standards;
  • Manage procurement of services working in accordance with NAC policies;
  • Ensure standards for safe working conditions are in place and upheld.
  • Provide regular briefings to Associate Director and Executive Director on project status and risk.

The position requires the incumbent to work from the NAC five (5) days per week. The incumbent must be available for emergency calls and for work after regular business hours.

REQUIRED QUALIFICATIONS:

  • Bachelor degree preferably in Engineering or Project Management or a technical certification in the field of engineering, architecture, or related fields with a minimum of approximately six (6) years experience in a construction or project environment or an equivalent combination of education and experience;
  • Knowledgeable in project management principals and techniques related to real property, construction of buildings, assets, and interior fit up, including planning and development to the delivery phase of the project;
  • Experience in procurement processes and contract management for construction and engineering services;
  • Familiar with applicable code regulations and safety standards;
  • Demonstrate a high degree of professionalism, integrity, fairness, respect, and ethics in all interactions and dealings;
  • Demonstrated experience in dealing with multiple stakeholder/clients and diverging needs;
  • Superior analytical and problem-solving skills, decision making skills, leadership skills and financial management knowledge;
  • Good organizational skills, initiative, and autonomy;
  • Ability to take initiative and work with limited supervision;
  • Excellent interpersonal, communication and negotiation skills;
  • Ability to schedule within tight deadlines and constraints imposed by performances, banquets and other activities;
  • Ability to manage, direct and evaluate staff;
  • Ability to work under pressure and adapt to changing circumstances;
  • Bilingual in both official languages is an asset (English and French), oral and written;
  • A past record of satisfactory attendance and punctuality is a requirement*
