ABOUT THE ROLE

Reporting to the Program Manager, Department Communications, is responsible for providing design, development, implementation, navigation and maintenance of the Department internal and external websites and communication platforms; ensuring that information posted is timely, accurate and accessible to the public and that the website supports effective communications initiatives; developing and maintaining electronic and business processes, in collaboration with Process Design and Business Intelligence Unit; and supporting the implementation of systems installation and testing as they pertain to the Web.

WHAT YOU'LL BE DOING

  • Designs, develops and implements the Departments internal and external Web sites, including development of navigation, integration of approved content, establishing source linkage requirements, file management, and coordination of the retrieval of pertinent information from the site to end-users and archiving and records management, in conjunction with the Information Technology Services (ITS) Branch, Corporate Communications and Corporate Information Asset Management.
  • Develops the project work plan (including milestones and timeframes) for the design, organization and implementation of the Department and Branch Web sites, in conjunction with Management staff.
  • Reviews and maintains Branch and Department Web sites on a daily basis through the ongoing analysis of linkages, coordination and posting of new information and the updating of time-sensitive materials; posts content to social media and tracks relevant conversations and related metrics.
  • Leads and supports implementation of Web-related business practices (e.g. e-manuals, interactive licensing applications, service invoice management, community program proposal processing).
  • Leads and coordinates the development of internet/intranet solutions for Department communications with service providers.
  • Assesses technical and business capabilities of the internet/intranet; analyzes and makes recommendations for process improvement.
  • Coordinates initial set up and ongoing maintenance of Department Web site, including Content Data Base, text/map based information, e-mail links, and links to other sites, photographs and animations.
  • Develops and maintains detailed operating procedures for the maintenance and development of the Department Web site.
  • Participates in the development of the Department's social media strategy.
  • Provides support to Department staff on social media content and participation.
  • Ensures information, links and business services on the Department Web site are timely, accurate and accessible; reconfigures the information into a visually interesting, user-friendly accessible format.
  • Assesses Department information needs and provides advice/direction to Branches regarding information content for intranet and Web site.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a Community College Diploma Program in Web Development, Communications, Computer Science or related discipline or approved equivalent combination of education and experience.
  • Minimum three (3) years progressively responsible experience in Web site management, process redesign and communications.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
  • Strong working knowledge of communications web-related technologies and the World Wide Web Consortium Web Content Accessibility Guidelines.
  • Solid understanding of the capabilities of Web browsers across multiple platforms, navigational issues and the constraints involved in designing for online media.
  • Strong computer skills including MS Office applications, content management software, operating systems and computer software; intermediate HTML and CSS skills, image editing and graphic design skills; knowledge of programs and technologies, JavaScript, current levels of Adobe Creative Suite, including Dreamweaver, Flash and Photoshop, Adobe Acrobat, social media tools, form building tools, web accessibility and emerging technologies.
