The Public Policy Manager (or Manager, Public Policy) is based at the Directors Guild of Canada’s Montreal office and requires regular in-person presence. The position supports the Director of Policy in advancing the DGC’s national policy, regulatory, and advocacy priorities across both French- and English-language markets. The role may involve occasional irregular hours to support meetings and industry events, with flexible scheduling where appropriate.
The Manager contributes to policy research, drafting, regulatory monitoring, consultation submissions, and stakeholder engagement, and provides operational and analytical support across the DGC’s policy portfolio, including AI, broadcasting regulation, copyright, labour, and sustainability initiatives. This role is initially contract-based, with the potential to develop into a longer-term arrangement. It reports directly to the Director of Policy.
MAIN RESPONSIBILITIES
1) Policy Research & Briefing Support
- Conducts research and environmental scans to support the identification and development of DGC policy priorities.
- Monitors trends, proposed regulatory changes, consultations, and policy developments affecting the film, television, and digital media sectors at the federal, provincial, and international levels.
- Collects, analyzes, and synthesizes qualitative and quantitative data to inform internal decision-making and strategic planning.
- Prepares background research, issue briefs, and internal briefing materials for the Director of Policy, senior National staff, and the National Executive Board.
- Supports the development of evidence-based policy positions by drafting backgrounders, discussion papers, and internal policy documentation.
- Assists in the coordination and delivery of research projects, including surveys, external consultants, and partnerships with industry or academic organizations.
- Maintains organized records, reference materials, and internal knowledge resources to ensure continuity across policy files and projects.
2) Regulatory Advocacy & Stakeholder Engagement
- Supports the implementation of DGC advocacy strategies by identifying emerging regulatory, legislative, and government engagement opportunities relevant to members.
- Assists in coordinating DGC participation in regulatory proceedings, parliamentary processes, and key industry forums, including meeting preparation and follow-up.
- Prepares advocacy-facing materials such as written submissions, presentations, speaking notes, and briefing packages for engagements with regulators, legislators, and external stakeholders.
- Supports relationship management with government, regulatory, and industry partners by coordinating meetings, documenting outcomes, and tracking next steps.
- Contributes drafting and coordination support to joint advocacy initiatives and coalition work with partner organizations, including national and international organizations.
- Maintains awareness of active advocacy files and supports timely internal communication to ensure alignment across policy and stakeholder engagement activities.
3) Communications, Reporting & Member Engagement Support
- Provides bilingual (French/English) support to policy-related communications and stakeholder outreach activities, in collaboration with the Director of Policy and Communications team.
- Prepares summaries and updates on policy and advocacy activities for internal reporting, including National Executive Board briefings.
- Contributes content for member-facing communications, including newsletters, website updates, surveys, and policy explainers. (e.g., SIGNAL newsletters, CRTC updates)
- Supports the development, deployment, and analysis of surveys and questionnaires related to policy research and member engagement.
- Assists in consolidating members feedback and consultation input into accessible reporting formats to support internal planning and communications.
- Coordinates distribution of internal monitoring notes and policy updates to ensure alignment across National staff and relevant committees.
EDUCATION & EXPERIENCE REQUIREMENTS
- Education
Undergraduate or Master’s degree in Public Policy, Political Science, Communications, Media Law, Economics, or a related field. - Experience
Minimum of 2 to 4 years of experience in public policy, government relations, research, advocacy, or a related field. - Experience working in or with cultural, media, labour, or non-profit organizations is a strong asset.
SKILL REQUIREMENTS
- Fluently bilingual in French and English (written and oral)
- Excellent writing, editing, and synthesis skills in both English and French
- Strong research, analytical, and organizational skills
- Ability to summarize complex policy and regulatory information clearly and concisely
- Comfort working with multiple projects, deadlines, and competing priorities
- Strong attention to detail and document management skills
- Ability to work collaboratively with internal teams and external partners
